The Town of Rockland is pleased to offer licensed contractors and property owners the ability to apply, pay for, and receive building, electrical, gas, and plumbing permits online through Full Circle Technologies, our permitting partner. We believe this initiative will provide greater convenience, an enhanced level of service, and improve the overall customer experience.
All applicants will be required to create their own account which will allow them to view the progress of their application as it goes through the Building Department's approval process. By creating their own account, the applicant can also upload required documentation, communicate with the building department through either a chat or email, and also maintain a history of previously submitted permits.
Homeowners are able to submit Building Permits & Electrical Permits only. A licensed plumber or gasfitter has to submit all plumbing and gas permits.
Building permit applications can now be submitted online here. Application and plans can be uploaded. Once reviewed, payment and permit issuance are completed electronically. For questions please contact the Building Department.
The Town of Rockland has launched a new Dog Licensing program.
New applications and renewals of existing dog licenses will be done online through this program.
Gather the following items before selecting the link(s) below:
- Digital file (PDF, JPEG, TIFF, etc.) of your dog's current rabies certificate from your veterinarian;
- Credit card or checking account payment information.*

PLEASE NOTE: "Service Animal" is defined as dogs that are individually trained to do work or perform tasks for people with disabilities. Emotional support dogs are not included in this definition. For more information, please see https://www.ada.gov/topics/service_animals.
A Business Certificate is a local registration of a business that is conducted within the Town and filed with the Town Clerk, either in person or by mail, in every city/town where a business of any such person, partnership or corporation may be situated. It is commonly referred to as a “d/b/a” (doing business as). The primary purpose of filing is to protect consumers or creditors by identifying the names and addresses of the owners of the business. Essentially, the public has a right to know who “is” a particular business, since a customer will not know who owns the business simply by the name of the business.

We believe this initiative will provide greater convenience, an enhanced level of service, and improve the overall customer experience.
All applicants will be required to create their own account which will allow them to view the progress of their application as it goes through the Board of Health approval process. By creating their own account, the applicant can also upload required documentation, communicate with the Board of Health Department through either a chat or email, and maintain a history of previously submitted permits.
